[bind10-dev] Preparing for Kea 1.0 alpha

We are preparing for Kea 1.0 alpha release (probably) in Q1 2014. We
came to a conclusion that DHCP team is abandoning sprint milestones in
trac. Instead, we will have one big milestone (DHCP-Kea1.0-alpha) that
will show our overall readiness to alpha release. I also created
DHCP-Kea1.0-beta and DHCP-Kea1.0, but those are empty for now. They will
be populated with tickets that we push back from alpha or decide to add
in the mean time. If we want to add any new tickets, we have a milestone
for it called DHCP-Kea1.0-proposed, similar to DNS folks has for
sprints. We will get over those tickets during our weekly Kea meetings.

There are currently 46 tickets in DHCP-Kea1.0-alpha. DHCP team will take
care of most of them, but there are a couple that I'd like to ask Mukund
and/or Kean to take care of. These are functionalities that are part of
the core BIND10. Those tickets are:

3255 - Make DHCP, DNS modules optional
3256 - Kea should not require sqlite, botan
3227 - Bind10 prints cryptic message and quits when port 8080 is open
3239 - Configuring int value in quotes print funny error
2558 - fromJSON is not able to handle full uint32 range
