[bind10-dev] NetBSD 4 build/test system upgraded to NetBSD 5.0.2

The bind10 builds had failures with make and python3 causing frequent 
core dumps. Instead of upgrading packages and tracking down, I decided 
to upgrade the entire system. It was 4.0.1. Now at 5.0.2. I upgraded all 
the packages too. The initial problem I saw in python

disappeared and the cmdctl tests completed.
