[bind10-dev] name of b10-cmdctl-usermgr tool

Any bikeshed opinions on the name of the b10-cmdctl-usermgr tool?

I'm rewriting it, and while I intend to keep the format the same for
now (there were some comments about it), another remark was that
perhaps it should be named b10-passwd or something similar.

Opinions?
