[bind10-dev] name of b10-cmdctl-usermgr tool

Actually, I'd rather decouple it from the specific program name
("cmdctl" in this case), as we might want to rename the program name
in future or allow to run a different name of program for that
purpose.  The concept of account to control the accessibility of BIND
10 seems to be more generic to me.

But, as is the case with other bikeshed matters, that's not a strong
opinion.  I can personally live with any name for this stuff.
