[bind10-dev] make syslog the default for logging?

Should we have the logging setup to use syslog by default?

Maybe:

 "destination": "syslog"
 "output": "daemon"
 "severity": "info"  # already the default

This would match BIND 9's defaults.

Some type of standard setup is needed for use of startup scripts. If we 
don't decide it, then it may vary from system to system as packagers 
create startup scripts and default configurations.
