This definitely does not want a changelog entry. It is scaffolding benchmarking
code for theoretical code models that don't even exist, it is not compiled into
any installed binary and it is not run as part of tests. The user can't use it
do measure anything as well. Once completed (another 4 tickets), we'll run it
once and then we can probably throw it away.
