[bind10-dev] Integration of b10-loadzone

This is a loose reaction to the request in #3139.
I think the b10-loadzone should integrate to the system better. I think it
should be able to connect to the msgq (or talk over the restful API of cmdctl,
as it sits outside).
The two reasons are:
• Be able to request configuration of data sources, in particular locations of
database files. I don't think b10-loadzone should ever try to parse the
configuration file itself, because the configmgr is also point of abstraction
and nobody guarantees that there'd be a file with JSON under it in the future.
• Be able to send notification about newly loaded zones.
In that context, I don't like the idea of loadzone having its own configuration
file.
Is there any error in that reasoning?
