[bind10-dev] Use --enable-debug by default

Hi all

As part of a ticket, I noticed that configure --enable-debug on master
causes the tree to fail make check (#3300). This seems to have gone
undetected for some time, which implies that nobody (including me and
the build farm) is regularly building the tree with --enable-debug.

Developers could add --enable-debug --enable-logger-checks to their
configure calls, but it may be better to have these enabled in the
master branch by default. What do you think? Whenever Jeremy creates a
release branch, we can disable them by default for use in a release
tarball.
