[bind10-dev] Code review procedure

Hi all

Please be aware of the BIND 10 code review procedure:

A reviewer should make sure that the branch builds on their machine,
passes unit tests and lettuce tests (lettuce may be optional for DHCP),
is exception safe and has exception documentation, API documentation,
that "distcheck" target passes and .gitignore has been updated (if
necessary) when any files have been added or removed, etc.
