DHCP validation project, first operational version

Hi,
I just uploaded first version of framework:
https://github.com/wwencel/DHCP-Implementation-validation
At this point there is:
  - automatic start/kill bind10
  - automatic start/clear/kill kea6
  - automatic configuration kea6
  - several tests

In terrain.py there is IP/login/passwd configuration
tested only with bind10 installed in default directory

Because of little malfunction in bindctl, please do not add options for 
specific subnet.
