I think I know why. I saw bind10-1.1.0 directory in the list of files
you pasted. You are using 1.1.0, aren't you? That version is too old.

The 1.1.0 was in June 2013. The hooks were developed after that release
(August/September). I'm afraid there is no released BIND10 version that
features hooks. If you want to play with the code *now*, you can use the
code from master branch from git
(http://bind10.isc.org/wiki/GitGuidelines). If it is ok to wait couple
days, we're in process of releasing 1.2.0. We should release Release
Candidate 1 by Feb. 13th and the 1.2.0 final by end of February. The
dates are tentative and may move around a bit.

I'm also very interested in the usage cases for hooks that you are
after. In fact, you may be the first external user of this API, so any
kind of feedback you are willing to share would be very welcome. Feel
free to contact me (on or off the list) if you want to discuss it.
