Comment:

 It turns out that this branch requires other larger refactoring (see, e.g.
 r2393).  Now that we've missed the July release, I'd propose to separate
 that part from this work, get it reviewed and merged first, and then
 rebase this work, review and merge it.

 So, I'm going to pull this ticket back from the review queue, assigning to
 myself.
