 As discussed before(on weekly phone meeting), zone manager will be
 designed as a deamon process, which do zone maintenance according the time
 set in soa rdata, also need process the notify command sent from auth.
 zone manager will trigger zone transfer if zone data is old(zone manager
 will send out soa query.)
