 Ready for review in branches/trac192:

 svn diff -r 1885:HEAD branches/trac192

 I haven't done query performance measurements other than looking at the
 "Query time" line in the output of dig... but queries that initially take
 4-8 msec (and even NSEC3 NXDOMAIN responses that can take as much as 25
 msec) will now respond in 0-1 msec when repeated within the 30 second
 cache window.
