#405: basic support for addressing individual list items in configuration

 currently, lists in configuration are 'all or nothing', you can replace
 them, and even add or delete parts, but those parts must be fully
 specified.

 We can use some form of addressing here, currently thinking of a scheme
 like foo[i] which would identify the ith element of the list

 (we can then think of more advanced methods, but for now this should be
 enough)
