Comment:

 Add customizable configurations for LOWERBOUND_REFRESH, LOWERBOUND_RETRY,
 MAX_TRANSFER_TIMEOUT and jitter_scope.(REFRESH_OFFSET, RETRY_OFFSET,
 EXPIRED_OFFSET are fixed offset of fields in the SOA RDATA, they are not
 customizable)

 the latest change has been committed to trac340: svn diff -r 3178
