 - The source code does not accord well with BIND10 coding guidelines,
 especially identation, please refer to
 http://bind10.isc.org/wiki/CodingGuidelines.

 - Why should we keep two empty .cc files(spf_99.cc, txt_16.cc)?

 - What's the usage of them?  Do we need them？
