 Assuming IXFR-in, AXFR-out, and updates are done by python programs,
 we'll need a python wrapper for the data source C++ API.   This work
 will depend on #1067 and #1068 (and the code already merged into master).
 The wrapper interface itself won't depend on full details of
 ZoneFinder::find(), so this work should be able to be done concurrently
 with the rest of the refactoring work once #1067 and #1068 are done.
