 Barring a general receptionist or receoptionist-like framework, we need to
 be able to pass UDP sockets similarly to how we pass TCP sockets now.

 This is certainly needed for the DDNS module from ticket #1451 (though
 1451 does not depend on it, #1453 does). But we also need this if we want
 to add UDP ixfr-out support.
