 I made a branch for this trac1446.

 The first commit was just for the .la library file.

 later commits are for rename of libdhcp.cc and libdhcp.h and
 libdhcp_unittests. Is that okay?
 Note that LibDHCP class was not renamed. Any thoughts on that?
