 This should create IXFR-out friendly update sets out of arbitrary zone
 data changesets.

 We certainly need this for DDNS, but ideally it would also be a base for
 ixfr-from-differences support (i.e. be able to serve IXFR changes from
 zone reloads and AXFR-in).

 This is not dependent on any of the 'real' DDNS work, but the DDNS work is
 dependent on this (so I am putting this in the 'ddns work' set)
