 Xfrin logs XFRIN_XFR_TRANSFER_STARTED but I don't know what triggered
 that.

 Please add DEBUG level logging to zonemgr for when the timer is triggered
 to notify xfrin.

 Please add DEBUG level logging to xfrin for when it receives notify and
 other commands.
