 Haven't done any real work on this yet, but when checking if it could be
 done already I ran into a few bugs, attached a proposal patch to fix those
 issues;
 - when initially loading config, Zonemgr takes the wrong value from zone
 SOA records (RETRY instead of REFRESH)
 - one of the log messages had a wrong argument specification
 - when doing zonemgr-triggered update, xfrin also did the check_soa (where
 it does not log if it is already up-to-date, making it look like it does
 not do anything at all). Did not address the log issue, just set check_soa
 to false when doing zonemgr-triggered IXFR-in.

 There may be other tickets associated with this, but in order to tackle
 this we need them fixed anyway, so for now I'm attaching a patch to this
 ticket, while I go pick up one with more priority.
