Comment:

 perfdhcp now compiles on Linux (Ubuntu), Mac OS and NetBSD.

 Added OS-dependent defines from ticket 1327.

 This is urgent fix for fixing master compilation. It is not intended to
 properly fix all portability issues of nanosecond resolution-capable
 timers.
