 See discussions at #1430.  In short, calling find() for (clearly)
 out-of-zone name should be considered a caller's bug, so it would make
 more sense to indicate it via an exception.

 Note: this should be done after #1535.  Otherwise it will accidentally
 kill notify_out (and xfrout as a result).
