#472: unknown configuration in b10-config.db causes rest of per-module
configuration to be ignored

 Unknown configuration in b10-config.db causes rest of per-module
 configuration to be ignored. For example, I had auth:false and
 resolver:true  (resolver was unknown config), but Boss used default of
 auth as true.

 This unknown configuration could be using configuration from different
 version of BIND 10 or from a typo.

 The configuration interface should loudly complain about unknown
 configuration.

 It should not ignore working (known) configurations either.

 I think another ticket is similar to this, but I couldn't find it.
