Comment:

 Keeping in mind that we need to use nsas in the end (although I think that
 that use will still use most of this code), for now i think this is good
 and we can merge it if we merge experiments/resolver.

 I have taken the liberty of changing a few minor style things (mostly a
 space after commas and a bit of indentation, but i also changed one
 doxygen line and removed two lines of test code that were commented out),
 see a039907d688e2ae82af39369baa72a9c43805eb1

 Two open questions though; should we just add the current root server list
 as defaults, and should we fail if we have no forwarders and no root
 servers set? (currently it will use the hardcoded f-root address)
