 This is a prerequisite for ticket #499, which seeks to add the ability to
 handle truncated UDP responses via TCP. Currently, UDPQuery is very
 tightly coupled with UDP. This task shall make UDPQuery able to handle
 either UDP or TCP. It shall also change the name to IOFetch since that
 name 1) is more reflective of it fetching an answer on behalf of a client
 and 2) disassociating with UDP specifically.

 As a side note, this is an intermediate step to fully abstracting the
 transport layer via the use of IOSocket, which should be completed as soon
 as practical.
