 We should keep track of capabilities of any nameserver in the NSAS. The
 first thing that comes to mind is whether it supports ENDS0, but also
 DNSSEC lameness, and path MTU to said server.

 This would also include either some form of probing if things seem off
 (while the resolver continues its resolving with another NS), or a direct
 fallback algorithm in the resolver.
