 As part of the DHCP workflow in general Jeremy brought
 up the question of who will do the DHCP documentation.

 I believe that we will follow the Bind10 style with
 the engineers adding documentation to code and Jeremy
 doing any final pieces.  Shane and Jeremy will need
 to work out any resource type issues.
