Comment:

 It should be ready for review and, hopefully, practical use. We need to
 wrap the whole thing into some kind of libdnsacl (put there typedefs, so
 people don't need to type all the template parameters, create creater for
 the IP check, provide singleton-creating function for the dns acl loader,
 and like that) and we can start putting it into the resolver.

 It turned out there are quite a lot of tests, I just hope I didn't forget
 something important.
