#1079: bindctl 'config add <item>' should be a bit more lenient

 'config add' takes a list and a value to add to the list, and the value is
 optional; if left out it'll add an item with only defaults

 It should be a bit more lenient; 'config add foo/bar[index]' should also
 work, possibly checking if 'index' is indeed the next available index.
 This currently fails with a cryptic error message.

 There is a second problem that 'config add' does not work twice in a row
 (only if you commit in between)
