 In #606 I noticed it currently uses the fixed address/port,
 127.0.0.1:8080.

 If we want to run system tests that require two or more instances of
 BIND 10, this will cause conflict and may make the case untesable.
 Even without thinking about tests, this type of thing should generally be
 configurable.

 So it should better be configurable, preferrably via its spec/config file.
