 b10-loadzone allows loading a zone without NS record.

 It will return a NOERROR for queries that don't exist and send back SOA,
 but still have an internal failure:

     [b10-auth] Internal error, returning SERVFAIL: NS RR not found in
 foo./IN

 Also it will SERVFAIL is query for SOA (which does exist).
