 This was based on #635 issues.

 We need to set the version information (such as libtool's
 current:revision:age) for each library that has changed. At the minimum we
 should do these at least for each tarball release. We will not use the
 BIND 10 release or individual module versions for the library versions.

 I will add more details to this ticket.

 This ticket should not be closed until a wiki page also documents our
 policy on this.
