 This is dependent on tickets #735 and #736.

 If the result of the investigation of BIND-9 logging (#735) is that the
 code is suitable for inclusion in BIND-10, then adapt it for BIND-10.
 (Although bear in mind that it is desirable to have common code between
 the two projects.)

 If it is decided that the BIND-9 code is not suitable, implement a limited
 logging system capable of writing output to a file, the screen and/or the
 syslog.
