Comment:

 I've done the first part, which is introducing a tsig_keys configuration
 section. It doesn't do much, it only checks the values there are TSIG
 keys, but it also checks that the plugin system for configuration manager
 works. The tsig_keys.keys is a list of strings like
 "key.name:thebase64data:algorithm" (eg. the thing our TSIGKey class
 wants).

 I'll continue the next part of this on another ticket which I'm about to
 create. I think this can be reviewed separately.

 I hope the rest of the work might get merged before the release as well,
 so I don't propose separate entry just for this part. If it turns out
 there's not enough time, I'd think of some then.
