Comment:

 I misunderstood your comments, and didn't realize it was actually ready
 for review! I think there should be separate tickets created for the
 additional work (EDNS fallback, EDNS buffer size configuration) unless
 they already exist.

 I went ahead and did a quick look at the code, but I think the change
 needs tests, right?

 I'm putting this on the Year 3 backlog for now. We can discuss adding it
 to the next sprint (which probably makes sense).
