 Branch trac914 is ready for review.

 It depends on unmerged tickets (#811 and #915), but changes in this
 branch won't be affected by review result of these tickets.  So I
 propose starting review for this ticket in parallel with others.

 The first two commits are to merge these preceding tickets.  They can
 be ignored.  I believe the rest of changes in xfrin should be quite
 trivial.  Maybe the only tricky (or perhaps controversial) part is the
 introduction of the MockTSIGContext class.  See the commit log and
 relevant files for the intent.

 This is the proposed changelog entry:
