 Ticket #555 added two logging destinations - output to a terminal and to a
 file - to the logging code using built-in log4cplus classes.

 However, a special class needs to be written to interface log4cplus (and
 hence the BIND 10 logger) into syslog.  As #555 is already large, this
 work has been put into a separate ticket.
