 This would be a component that would get bit of configuration (in form of
 ConstElementPtr) and would create ACL structure for it.

 It should be generic, so there should be a routine to register a factory
 function for type of ACL check with given name and properties.

 This version would yet not be able to handle abbreviated forms, as the
 logic operators would depend on this ticket to create their subexpressions
 and wouldn't be written yet.

 This depends on #977.
