 The next step I did is getting rid of the started_*_family variables. They
 are redundant and keep information kept in the ConfigManager already.

 As a result, the started as non-root messages got moved to the start_auth
 and start_resolver functions, being called even on restart. Also, I moved
 them to WARN, as this probably won't do what the user wanted.

 It is in the 213-incremental-families branch.
