 As I noted, the real issue of #1292 hasn't been resolved, and so
 we still need an intermediate workaround in the boss process
 that hardcodes (DY)LD_LIBRARY_PATH before starting xfrin/xfrout.

 We first need to solve #1292 completely, then remove the workaround.
 The latter will include the removal of special components for xfrin/xfrout
 from the isc.bind10.special_component module, and perhaps some other
 cleanups.
