 Task: Handle all cases where a QNAME exists but a QTYPE does not. (See
 [http://tools.ietf.org/html/rfc5155#section-7.2.3 RFC 5155 sections 7.2.3
 and 7.2.4].) This will build on the closest encloser proof of ticket
 #1431.
