 Task: Modify code to handle special-case NSEC3 cases: (See
 [http://tools.ietf.org/html/rfc5155#section-7.2.8 RFC 5155 sections 7.2.8
 and 7.2.9].):
 * Queries for names where only an NSEC3 records exists (i.e. QNAME is
 sames as a hashed name) should return SERVFAIL.
 * Queries where hash of non-existing QNAME is same as owner name of
 existing RR.
