 We must be able to use cmdctl/cfgmgr/bindctl to configure. Now I must have
 BIND 10 not running and manually edit JSON.

 While this is a real example, it is not the topic of this ticket. This
 ticket is about any generic problem.

 If configuration is corrupted, at minimum still try to run some components
 so configuration can be changed.
