 DHCP component uses Pkt6 class. There is OutputBuffer that is used in DNS
 that provides covenient way of writing to a buffer that automatically
 expands as needed.

 Pkt6, Pkt6::data_ replacement to OutputBuffer or other unification should
 be investigated.
