 Pkt4 class implemented.
 Imported include/dhcp.h from ISC DHCP as src/lib/dhcp/dhcp4.h (minor
 modifications only).
 Implemented tests for Pkt4.

 Note: It would be difficult to split fixed fields and pkt implementation
 itself. Therefore this ticket also includes work planned for #1225.
 Options work will be done as part of 1228.
