Comment:

 It should be ready for review. Both the code and the tests are heavily
 based on the in-memory version, but I don't have an idea how to make it
 share the code somewhat effectively.

 Will this make it work as NSEC3 in the database, or are we missing
 something yet? I mean, is this a user-visible feature, or not yet? Should
 it have a changelog?
