 trac1781 is ready for review.

 I decided to focus on the base class interface in this ticket,
 and defer the implementation for SQLite3 to a separate ticket
 (which I will create); in retrospect, we should have done so from
 the beginning.

 I've introduced two new methods.  See the doc for them in database.h.
 Their implementation should be pretty straightforward.
